HEA Results

During this first implementation year of the ECOAGRIS component, memoranda of understanding have been established and signed with the following countries: Burkina Faso, Mali, Niger, Senegal and Chad. (Download)
The signing of these memoranda of understanding has made available to the above-mentioned countries, financial resources and technical support of the ECOAGRIS component for the conduct of Outcome Analysis sessions. Technical support is being provided as part of the household economy baseline profiles updating in these six (6) countries.
The financial support mentioned above is as follows:

  • Fifteen thousand (15,000) Euros per profile with two (2) profiles per year and per country, totaling thirty thousand (30,000) Euros for the updating of profiles in the countries;
  • Five thousand (5,000) Euros per session with two (2) sessions per year in each country, totaling ten thousand (10,000) Euros, for the conduct of HEA Outcome Analysis.

– The HEA outcome analyses has been carried out in 5 countries (Burkina Faso, Mali, Niger, Senegal and Chad) following a technical and financial support from ECOAGRIS. These supports complement the HEA regional initiative of Save the Children International in order to improve the quality of the outcomes analyses in view of supplying the Cadre Harmonisé exercises in countries;

– Carrying out five (5) profiles in the Gambia, Cape Verde, Côte d’Ivoire, Guinea and Togo following the signature of the MoU with Oxfam GB and Save The Children International as part of the implementation of the HEA approach in the Gulf of Guinea countries;

– The elaboration of six (06) mapping reports for the livelihood zones in Benin, Cape Verde, Côte d’Ivoire, The Gambia, Liberia and Togo;

A regional training on the methodology for carrying out a HEA baseline study and capitalization of the HEA acquisitions of the ECOAGRIS component for twenty-six (26) managers from CILSS / ECOWAS countries and institutions: Gulf of Guinea countries: Benin, Cape Verde, Côte d’Ivoire, The Gambia, Guinea, Ghana, Guinea-Bissau, Liberia, Sierra Leone and Togo; Sahelian countries: Burkina Faso, Mali, Senegal and Chad;
– Support granted for carrying out the HEA outcomes analysis session in the following countries: Benin, Burkina Faso, Cape Verde, Côte d’Ivoire, The Gambia, Ghana, Guinea, Guinea Bissau, Mali, Niger, Senegal, Chad and Togo;
– Mapping and description of the livelihood zones of Guinea Bissau. This mapping completes the livelihood zoning of the ECOWAS / CILSS area;
– Carrying out an urban HEA profile in Sierra Leone (ZME SL09);
– Carrying out HEA baseline profiles: In terms of HEA surveys, four (04) rural HEA profiles were updated in the following countries: Burkina Faso (2), Mali (1), Senegal (1). In the same vein, eleven (11) new rural HEA profiles were carried out in (03) Benin, (03) Ghana, (01) Guinea Bissau, (01) Niger, (01) Chad and (02) Togo.

During this year, the main achievements are :

  • The organization of a regional workshop to consolidate HEA analyses in December 2018 to scale up the results obtained at country level, with a particular focus on the analyses carried out at the September-October 2018 session;
  • 20 reports of the OA analysis sessions available for the following countries: Burkina Faso, Benin, Cape Verde, Chad, Togo, Guinea, Ghana, Guinea Bissau, Niger, The Gambia, Côte d’Ivoire, Mali and Senegal;
  • 01 report on the evaluation of the implementation of the HEA and for strengthening the institutional anchoring of the HEA approach in the available Gulf countries (Benin, Burkina Faso, Togo, Guinea, Côte d’Ivoire and Senegal);
  • 10 updated livelihood impact analysis spreadsheets to improve the geographical coverage of HEA analyses in the Gulf of Guinea countries.
  • 2 new HEA profiles in rural areas completed (Guinea and Togo);
  • 01 new urban profile completed (Chad);
  • 05 technical notes from HEA survey follow-up missions available: (2) Senegal, (1) Benin, (1) Burkina Faso and (1) Chad.

All these results have improved (i) the geographical coverage of household livelihood data in countries; (ii) the technical and methodological process for integrating HEA data into CH analyses and targeting vulnerable people in risk areas; and (iii) household livelihood data in urban areas to improve understanding of vulnerability factors to shocks.
