Stocks monitoring

The AGRHYMET Regional Centre based on the experience of partners such as MIS / Nationals and OXFAM Intermon to operationalize national and regional monitoring and information mechanism on the level of stocks. ECOAGRIS provided support to the national MIS to establish a baseline situation for the different types of stocks at the start of the project and concluded with the OXFAM Intermon NGO a memorandum of understanding for the preparation of a study with a view to establish an appropriate methodology for monitoring stocks (proximity stocks, private stocks, national security stocks in collaboration with the federation of farmers 'organizations).
At regional level, ARC supports the info stock unit hosted by the management technical unit of the regional reserve (ARAA), which is responsible for cross-referencing data to help pilot the food security reserve, by providing the following data:
- Surpluses and deficits of cereals and tubers in West Africa, in large production and consumption basins. The information will be provided at department level and agglomerated according to transboundary basins;
- prices of food products in WA and their differentials between surplus and deficit areas;
- The different types of stocks, public and private, found in the different basins;
- A forecast of cross-border flows that can be induced by these elements;
- The effective monitoring of these flows during the marketing year (November-June).
These data will permit to know where to buy and where to intervene in the management of the reserve. Maps and data tables will be provided by the ARC.
In order to achieve this result, the main activities planned are as follows:
- Activity 2.1.1: Establish a baseline situation for the different types of stocks at the start of the project;
- Activity 2.1.2: Develop an appropriate methodology for monitoring stocks (proximity stocks, private stocks, national security stocks);
- Activity 2.1.3: Support the implementation of the system for periodic inventory monitoring via a regional inventory monitoring unit.
